Brief Biography

Dr. Gunter Zietlow is a Transportation Engineer and Economist and has a Doctorate in Transport Planning and a Master's Degree in Aviation and Space Technology. He has more than 43 years of experience in the transport sector, with the emphasis on planning and execution of technical assistance projects related to the financial and institutional reform of the road sector worldwide. During the last thirteen years he has developed strategies for implementing performance-based road management and maintenance, designed performance-based road contracts, and conducted several training courses and lectures on this subject in several countries in Asia, Africa and Eastern Europe. During the previous 10 years Dr. Zietlow was directing the German Technical Assistance Program “Financial and Institutional Reform of Road Maintenance in Latin America and the Caribbean”. The principal elements of this program included the creation of road maintenance funds, the transformation of existing road administrations into autonomous road agencies, and the design and implementation of performance-based road management and maintenance contracts. Road maintenance funds have been established in Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and seven states in Brazil. In addition, the program assisted in designing and implementing pilot projects for performance-based road management and maintenance projects in Brazil, Colombia, El Salvador, Guatemala, Honduras, Peru, and Uruguay. Prior to his engagement in Latin America, Dr. Zietlow was Chief of the Transport and Construction Division of the German Development Corporation (GTZ) in Germany responsible for Transport and Construction projects of the GTZ worldwide. He also served as Senior Transport Advisor to the Minister of Transport in Jordan and was Associate Professor for Transport Planning at the Catholic University of Valparaíso in Chile.

Dr. Zietlow has been selected as International Road Federation Man of the Year 2003 in merit for pioneering activities and achievements in the realm of performance-based road management and maintenance contracts and road maintenance funds in Latin America.
